Yes, 16 plants per 400w, 4 sq. foot cab, place plants in 1 sq foot tubs, leaves enough space for them to grow, just make sure you got enough air flow and if you wanted, you could just go for a sea of green setup and trim the lower branches. Throw in a carbon filter for the smell and you are good to grow.
