Pet ownership in Singapore is popular。Over the last ten years, pet ownership has risen nearly 50 % 。Singapore is a small island with residents living in close proximity。A 「free market policy」where there is no limit placed on number of animals commercially imported，bred and sold is not suited to Singapore。More than 80 % of Singaporeans live in HDB flats。HDB is Singapore's public housing authority。It is HDB's chief objective to present and preserve a pleasant and an enjoyable living environment for all the HDB flat residents。In order to provide conducive surroundings to its residents，HDB has to also consider the different sentiments of its residents while formulating its policies，rules and regulations。HDB allows only certain breeds of dogs to be kept as pets in HDB flat。Flat owners are not allowed to keep cats in HDB flats，as it is generally difficult to confine cats within the flat 。HDB allows flat owners to keep other pet animals such as fish，hamsters，rabbits and birds。These pets generally do not cause nuisance to neighbours and do not disturb the environment。Sadly，pet abandonment has also been rife。Each year，thousands of people give up or abandon their pets for reasons ranging from loss of interest，to lack of resources to care for the pet。The end result is suffering for the homeless，unwanted animals，as only a handful are fortunate enough to find new homes。Pet abandonment also adds to the stray animal population。
新加坡宠物业发展迅速，人们饲养宠物的种类和数量明显增多。为了保证人与宠物的和谐共处，新加坡当局为此制定了一系列法规。新加坡政府颁布有「野生动物及鸟类法令」及「建屋发展（动物）规则」，对宠物的定义、进口、饲养、售卖、繁殖及保护均有明文规定。新加坡农粮与兽医局则是主要负责实施法令的机构。新加坡不是什么动物都可以随便鈴养回家。根据「野生动物及鸟类法令」，任何人都不得非法捕捉本地的野生动物并将其作为宠物。蛇、蜥蜴、刺猬、猴子等从国外输入的野生动物也不能成为宠物。新加坡居民可以从狗、猫、兔、天竺鼠、仓鼠、栗鼠、各种观赏鸟类及观赏鱼等动物中选择一种或数种作为宠物。对于这些宠物的品种和饲养数量，主管部门也有特别的规定。
