The US house is the only group who can budget money. Hoyer has been in the house for 29 years and he is blaming the president for the budget????? is he insane? The senate proposes programs, the president can propose whatever he wants. BUT, THE HOUSE CONTROLS THE BUDGET. oh, BTW, the house and hoyer ran home to do some secret fund raising WITHOUT DOING A BUDGET! way to go hoyer who has never had a job. he came out of law school into politics 40+ yrs ago.
