I think cabooses weren't ever needed in passenger trains anyway (I'd be interested in exceptions), so I think your point is irrelevant. At this time there is no runaround track so it's inconvenient to switch the caboose to the end of the train all the time (I gather they are building a wye). You can rent the entire caboose for your group or party, and it must be fun to ride in the cupola.
