I heard him say in the video, as he reached under the front fender, that he used a windshield washer pump. That is, by far, one of the COOLEST scale vehicles I ever did see!!

Its about as useless as a water balloon launcher, but more fun and if you have the skills the cost to build is pretty cheap.
