It's suggesting to someone the need and the benefits of having a true relationship with God. Church all the time is not referring to a building or a religion but is referring to the fact that those of us who are believers are the church.

N yes God does hear the prayers of sinful people because in reality everyone is a sinner and no sin is greater than the other. It's about subduing the desires of the flesh in order to live in accordance to God's word.
