That quote is truncated and way out of context. The absence of ellipses makes it libel actually. Kennan was criticizing that position. Read the real quote and not the fabricated one. It's called document PPS23.

Kennan was quite liberal by most measures by the way. By some measures, he was more liberal than Obama.

What do you mean by democracy? We have never stood for majority rule because the majority persecutes the minority. We stand for Republicanism where everyone is granted certain rights regardless of majority rule.

There are no victims of our foreign policy. Innocent civilians killed by our bombs incidentally are the victims of their totalitarian governments.
