So that was a side effect of the seizures, and Janet Ross knew how very wrong it could go and how it would not help Harry Benson's state of mind. She also predicted that he would become addicted to the seizure-preventing shocks he received, so he learned to control them and started to have seizures more often. THAT'S why Janet Ross didn't want them to operate on Harry Benson.

In the book, Janet Ross was not worried about Harry Benson "Blowing up or something". Harry Benson got into a car crash which gave him a disinhibitory lesion. So he would have seizures that would cause him to become violent. Morris and Ellis (the people in the beginning) performed an operation on Harry and they implanted electrodes in his brain that they could use to shock him to prevent a seizure. The seizures were also affecting him by making him think that machines would take over mankind.
