are the blades on an angle to the disk to get the spin? im a wee bit confused as to how it works

blades are at 90 degrees in this case and disc randomly starts spinning clockwise or counterclockwise.Tilting blades increases disc speed and it turns only one way ,in direction of tilt.

Power comes from small 6 watt air purifier,which sends high voltage to blades .Corona develops on tips of blades and spins plastic disk.You can see that air purifier on my "fun with high voltage"videos
