The western setting and surfer theme only lasts for the first Stage, actually (there are 8 Stages, and each one has a pretty different setting and theme from the last).

It's basically styled after those old-school beat-em-up games, only with Resident Evil 4's engine and a combat system with comparable depth to action titles like Devil May Cry.
