Mulla Basem Al Karbalaei recites this eulogy on the anniversary of the death of Fatima Zahra (sa), in mourning of her. Fatima Zahra (sa) is the daughter of The Holy Prophet Mohammed (saw).
Despite that Fatima Zahra (as) was oppressed and killed over 1300 years ago, milions today mourn her is if she died yesterday.
The chest beating is just a cultural way of grieving, but it represents joining the family of Mohammed in their tragedy and creates a sense of mourning. Love for The Holy Prophet and his family is good, pure and rewardable, and is a command of the Holy Quraan:
Say: I do not ask of you any reward for it but love for my near relatives;
(Surat 42, Ayaat 23)

Fatima Zahra's struggles are an inspiration to millions of people across the globe. After her father, The Holy Prophet Mohammed (saw) died, her land that was a gift to her from the Holy Prophet was stolen from her, and her husband's (Imam Ali) divine right to succeed the Holy Prophet (saw) was stolen from her. The oppression became so bad that the First and Second Caliph among a group of other people stormed her house and crushed her between her front door when they could not get Imam Ali's allegiance. Her unborn son with whom she was pregnant with was killed, and she was severly injured and died not long later. Fatima Zahra (sa) would weep so much for her father after his death, and often visit his grave. Imam Ali (as) had to make a shed outside of the city of Mecca for her to weep in, because her weeping was disturbing some of the people of the time. Dispite her oppressions, she stood up in the face of tyranny and openly spoke out against the oppressors, showing divine knowledge of the Holy Quraan and telling the people of how her rights were taken from her. For this reason, she is remembered to this day, and hundreds of millions of Muslims mourn her oppressions.

Surely we belong to God, and to him we shall surely return
Allah loveth not that evil should be noised abroad in public speech, except where injustice hath been done; for Allah is He who heareth and knoweth all things.
(Surat 4, Ayaat 148)
And ye have no good thing but is from Allah: and moreover, when ye are touched by distress, unto Him ye cry with groans;
(Surat 16, Ayaat 53)
That (shall be so); and whoever respects the signs of Allah, this surely is (the outcome) of the piety of hearts.
(Surat 22, Ayaat 32)
