Perhaps he means the TV series 'Taxi' from 1978-1982.

"Jim Carrey is brilliant, isn't he? He's really funny, isn't he?"

"He'd be better if Taxi was great!"

or perhaps

"He'll be better, Taxi was great!"

Either way, I think they could be trying to imply that the guy is confusing Jim Carrey with Robert De Niro in the film Taxi Driver.
