Just buy a good pair of SMD tower LED lights that contain at least 30x 5050 chips on them or so. The one thing you can do in theory to separate the difference in brightness from the low versus high beam action of the LED is to wire in a resistor across the low wire element. What that should do is dim the LED and make braking and signaling more apparent.

where did you get the full functioning lights? i bought 4 for my avalanche but found out later that they are only single stage
