The only way I survived was by turning on unlimited ammo after shooting down that heli. for pc gamers, there is a glitch where if you shoot the wild dog and run into the next building where you're supposed to go, at some point the dog won't follow you. there is an invisible barrier that blocks it's path. It'll stand there and bark at you.

I did this too. Shot the helicopter and killed all dogs and guys, Cpt. McMillan was very angry for me :D
