Quite AWFUL horsemanship - or even mulemanship. A harsh and inconsiderate owner. Laying a horse down and rattling along on a hard surface - how nasty. There is an old saying that the best way to mess up a horse (mule) is to " hammer, hammer, hammer on the hard highway"
That was a warning given by considerate old horsemen in old days - don't we ever learn? There's still such a lot of ignorance and cruelty around.
