@ccjohncc1 - I can appreciate the sarcasm in your comment. Although the song is often thought of as a traditional plantation song, the first version was written by white poet James Whitcomb Riley in 1900.
Some quick research on Wikipedia indicates that this cartoon was released by Famous Studios (the Paramount Pictures incarnation of the old Fleischer Studios) on March 24, 1950. This cartoon would not be considered "PC" by today's standards but I do give them some credit for their time by not going the full nine yards and making the characters black.
