The whole thing is weird. Why would the police ask anyone to zip up their jacket?? Then shortly after that, come charging out. From just this window of the story it makes no sense. He is laying there while someone beats him. Is he saying stuff that's pissing them off (still doesn't justify what the cops are doing), or are the cops just that whacko?? What's really up in all this?? I have a friend who wears his jacket half way on sometimes. I didn't know he was breaking the law.
