He's basically a personal attendant, an underling, a gofer. There are often more than one tsukibito per professional sumo wrestler. Most live at the same stable and will be at the side of their "boss" 24/7, doing menial tasks for him.
A world of sumo is Japanese (corporate) society in microcosm. The hierarchy (or seniority) system is VERY clearly defined. Ranks play an important role.
I wonder what if Toyonoshima won today against Kisenosato and Hakuho lost to Kotooshu, Were they going to give the cup to Toyonoshima without him fighting Yokozuna? I mean winning the emperor's cup without fighting the yokozuna? Weren't the two leading rikishi supposed to fight each other on senshuraku?
Sumô stables must have a strict hierarchy... the guy covering Hakuho with an overcoat (?) is always the same. I get the impression he's the only one "allowed" to do exactly that.

Hakuho with uwate-mawashi and also sitate-mawashi, looks like unbeatable. Baruto has to figure out how not to let Hakuho get mawashi.
