I think maybe a Gallifreyan name is really elaborate compared to other words, and kind of like a signature. Like if you're deaf, the sign for your name isn't just spelled out on your fingers. And I think the circles don't stand for individual words, or even sentences, but for entire ideas, to convey perfectly what you are trying to communicate. There is a lot of psychic communication with the TARDIS and the memory sharing stuff. So basically, maybe Gallifreyan is quicker and more accurate.
