Even if it is only reliably reproducible by highly pure water, it very rarely can happen to household bottled/tap water. But I guess it's not 'very dangerous', it's more like standing under a tree in a thunder storm. Not a bright idea.

It's actually because this creates a vaccum and this sucks in the balloon. You can do it with a match, or and napkin on fire.
