They actually have these exact same speaker/strobes at the Showcase Cinemas in Randolph, MA (they're speakers, and have 15-candela strobes). It's a Simplex 4100 voice-evac system from 1998. They've got four of these in each auditorium (as well as two pull stations, one at each fire exit.)

Depends on how the system is set up, If it's programmed to start w/ the whoops, it can startle people, but if it does a pre-alert tone (like a chime or something) it's not bad at all.

Simplex 4003 voice-evac panels (usually installed with smaller panels like the 4005 and 4010) do that slow whoop, but can they do the same voice message? The public library in my city has supposedly a Simplex 4010 system with 4003 voice, and the signals are TrueAlert speaker/strobes.

The default message on the 4003 is different from the default message on panels w/ built-in voice evac, but the 4003 is capeable of being programmed, so if you really wanted to, you could change the message.

Well, hooking it up to an amplifier won't do anything - speakers don't have tones programmed into them - the panel send the message to them when it activates. The message is coming from a clip on my computer.
