This is an experimental form (kenkyugata) using the karate kata gekisai dai ni as a template and applying them moves using principles of the internal arts of taijiquan, baguazhang and xingyiquan. For more detail on the development see http://youtu.be/2kCckXi0I-U.
The stepping with the unweighted leg is actually part of Tai Chi with an instructor for Tai Chi telling about a move between the movements. An approach to the teacher was to explain it later, so preservation of movement might be the movement between the moves.
