@ayam85 It's Ryu doing a Kenshiro. He needs to cross the desert but he got himself some robes to avoid sunburns he would get using his sleeveless gi to do it.

Because they don't put that much money, Raul Julia and Van Damme were already too expensive to make a young american and a japanese as the main characters and the movie itself woul've been too long.
Besides there was no one that could've played Ken, I can only picture y Miles O'Keeffe as Ken and at least 5 years erlier and Lou Ferrigno as Blanka but I don't know who would've played Ryu, Simon Rhee woul've been perfect 15 years erlier but he was too old by 1990s.
