no, it doesnt look horrible, just u'll feel let down when u've seen them with the high ones. i got the bare minimum video card. it wont be the same as this and its not nearly as good, but its still really detailed for an RTS even on low

The game takes a decent machine, i just got a new dell xps420 with an ATI 3870 gfx card and it can run 4vs4 np ultra settings, on lower stettings it still looks decent, units look fairly good, it pretty much just looks liek an older game when there on low

I'm wondering. Do these graphics take a serious rig to run? I'd think so. Does the game look horrible on lower settings?

Yes you can still play vs the British even with the original as you have the content downloaded due to patches.
