In Australia all aerotow including release is done from the Low Tow position. This was changed about 25 years ago following an accident where a glider transitioning to high tow position prior to release, did so too quickly and caused the combination to enter a dive from which neither aircraft recovered.

I assume you mean wheel brakes, yes they do.
They also have airbrakes/spoilers on the wings which are used to control rate of descent.
