Six countries had raised objections at the start of the meeting on Thursday, but by the end of round two, which concluded at 0200 Hours IST on Saturday, only two holdouts — Austria and Ireland — remained unconvinced. They rejected the amended language, presented to them individually by US officials, describing it as "inadequate."
Diplomats worked late into the night in Vienna to make changes in the waiver document to make Austria and Ireland happy. US negotiators have been engaging with the diplomats of the smaller countries who are opposed to the NSG waiver for India. The waiver document had already been through two sets of changes.
Countries opposed to the deal wanted India to categorically commit to refrain from nuclear tests and wanted the document to spell out what kind of "automatic reprisal" would follow in the event of transgression.
