Afer the news broke out, military enlistment increased dramatically versus an non-interest from the public before that. Like what Hitler propagated to gain power/support of his people before WWII and what Bush did with 911 (instigating WWIII).

The strategy was: Problem, Reaction and Solution.
The US provoked and left Japan no choice but to launch a kamikaze attack (so the Japanese died with honor and the American servicemen were sacrificed on that day) in Pearl Harbor so the US can have reason to try out their new toy (atomic bomb) as an experiment.
