Actually he is installing this correctly. Notice that he is installing over existing blow-in, so in this case he should have either no vapor barrier or have the barrier up. The barrier should never be placed on top of the blow-in because it traps moisture worse than if there is no barrier.
Just a comment. The insulation that you placed on this video is not installed correctly. The "Faced" or papered section of the insulation is suppose to face the liveable area of the house. In this instance, you are in the attic, the liveable section is below. Therefore, the "Faced" paper is supposed to be faced down. -Luis General Contractor
