Pacquiao gives the illusion of being faster because he is shorter and has a shorter reach, therefore starts from a short distance, and he throws more punches than mayweather does. Not that any of this matters. Manny can be as fast as he wants, it didn't help him against a counter punching JMM, how the fuck he gonna deal with the best damn counter puncher in the business.
