You could do masking, plenty of videos out there.
Problem I found is when doing effects is that the coloring is distorted when masking for no reason. So this won't work well with Vegas 9 but might on Vegas 10.

EVERYTIME I DO THIS, IT MAKES THE WHOLE CLIP IN THE EFFECT!!!!!! I DELETE THE FIRST KEYMARKER BUT IT STILL DOES THE WHOLE CLIP -.-

Sorry for responding late. If it does the entire clip than just split the clip at the beginning and end of it. The clip cuts you will remove the effect and only leave it on the main piece where you want it.

There is an effect very similar called Glint, see if Vegas 8 has Glint.
