Work and Pensions Secretary Iain Duncan Smith has urged UK businesses to "give a chance" to unemployed young Britons, rather than relying on foreign workers.

In a speech in Spain he said a "realistic promise" of work formed part of the government's "contract" with the British people.

Business groups said firms needed the "best people" and migrants often had a better work ethic and skills.

And Labour said what was needed was "proper action" rather than talk.

Under European Union labour laws, most EU citizens can work in the UK without restriction.

The government has introduced a cap on the number of skilled workers from outside the EU, in an effort to reduce net migration from about 200,000 a year to the "tens of thousands".

In a speech to the Spanish Foundation for Analysis and Social Studies in Madrid, Mr Duncan Smith said that more than half of newly filled jobs in the last year were taken by foreign nationals.

He warned that there is a "serious risk" that British people will not benefit as the economy recovers if firms "look elsewhere" for workers.

"If we do not get this right then we risk leaving more British citizens out of work, and the most vulnerable group who will be the most affected are young people," he said.

"But government cannot do it all. As we work hard to break welfare dependency and get young people ready for the labour market, we need businesses to give them a chance, and not just fall back on labour from abroad."

He said that while immigration played a "vital role" in helping bridge skills gaps, there were many foreign nationals in low-skilled or semi-skilled jobs that could easily be done by unemployed Britons.

"We have to ensure that our immigration system works in the interests of Britain, enabling us to make a realistic promise to our young school leavers," he said.

He said the immigration system must give unemployed people "a level playing field."

In 2007, then Prime Minister Gordon Brown pledged to create "British jobs for British workers" - but the Conservatives said that was illegal under EU law. Official figures suggested that most of the new jobs created since 1997 had gone to people who were not born in the UK.

The unemployment rate among 16 to 24-year-olds fell by 79,000 to 895,000 in the three months to this April but youth unemployment rates still stand at above 19%.

Labour say, after a year in his job, Mr Duncan Smith "should stop talking and start delivering".



George Galloway criticises very sharply at Pensions Secretary Iain Duncan Smith for basically linking unemployment in the UK to that of the number of immigrants hence acussing IDS of being a racist.

  • @4libertarianism It doesn't matter, most people are not like that and the govt and the Tory propaganda machine in the press always want to make out MOST people in receipt of benefits are like that in order to 'justify' cutting out benifits altogether ultimately ; that is wrong and lies

  • @TheKenfig These people made it absolutely clear that the reason why they didn't work is because they simply couldn't be bothered; it had nothing to do with external factors.

  • @4libertarianism Ive explained to you, how many have you seen ? ; why have you interpreted their lack of motivation taking other things into consideration, like disillusionment with the lack of opportunity they find for their areas and personal circumsatnces, constant rejection, competition etc etc. One doesn't simply 'GET' a job if one needs one, one looks for work opportunities, considers if they have a chance in hell of getting each one, applies if necessary ; they have to be realistic

It's THEIR money they get back, like insurance ; ever thought of that have you ??.Many people are losing their jobs daily because of govts.Millions in receipt of benefits are decent people with integrity who are receiving them for various reasons,many because they have little or no chance of finding jobs and if they do, getting them because of competition,inadequate skills and experience and as Galloway alluded to, the rotten, corrupt, failed system that does nothing

  • @4libertarianism I have never seen any 'freely admitting theyre lazy'. Put it like this, I AM LAZY. Define lazy conclusively and definitively ; it's a glib word. It is too freely used about other people. I work, but it is my right to relax when I want to in my free time. I could STILL say I am a lazy person ; it's relative. How lazy is one COMPARED to someone else ?. This has NOTHING to do with this. This is millions HAVING to have benefits which they cant live on which is THEIRS anyway if ....

How old are you ? ; many with your view on here I find are often young kids who have been kept by parents at home and have yet to stand on their own two feet in this tough world ; theyre easy targets for the Tory propaganda machine which dominates the British media. The SUN, who should not by right be still publishing as it IS The News Of The World with a different title is hell bent on maligning people's reputation who have troubles enough with poverty, without lies
