Because that wasn't Touka's fault, that's how anyone can like her. Her leader was placed under a "suggestion" spell by Dii to trick him into starting wars. That's because Dii's a rat bastard who thinks humanity can't grow unless they're killing each other, so Dii played tricks like brainwash Touka's lord into attacking Hakuoro's kingdom.
