in brief,
perception hooks up with (and with that in effect simultaneously brings forth) environmental structures (forms, patterns, relations, whatnot) based on the skills the we adopt in relation to them
(and as with every form of learning this is the result of a developmental or, in other words, historical process)
clearly,
in a more complex realm (like that of the scaffolded human world (which by no means excludes the possible complexity of other non-human ecological niches) where cultural practices preserve the experiences and inventions of past generations) the environmental structures one inherits and hooks up with (linguistic, normative, institutional, spatial, whatnot) cue skills that are deeply haunted by the specters of the past
(just think of such a mundane activity as opening a door: (like with almost every other form of cultural equipment and paraphernalia (language also included) I did not come up with the idea of it, I did not invent it, it invented me when I adopted the skill of opening doors (or conforming to norms and engaging in linguistic practices, etc. etc.)
sorry for the density, I can elaborate more if anyone is interested or suspicious and critical, of course
derrida (deconstructionist philosopher) quote: "the phenomenal form of the world itself is spectral"
andy clark (philosopher of mind and cognitive science) quote: "we make the world around us smart so we don't have to be"
