thati thats not true ,
its upstairs they come from up stairs to downstairs, theres only so many they do not regenerate unless u let the alarm buzz,
theres just that many guards on this level i know i took my time , and they come to me , i make them come to me , i sit in the jail cell or in the stripes !

Some of you are right when saying that shoot a guard spawn many more. BUT if you use single shots only with the KF7, you can go smootly.
At the room in the end of the hall where is a red list, there are 4 little halls that looks like small 'garages'. You MUST kill those guards because they are the ones who keep generating enemies if you make too much noise shooting.
The best tip for this entire game is 'keep close and keep alive'. If you stick to the target, he can´t shoot you.
