In the United Kingdom it is common curtsy to shake hands when greeting one. In Saudi Arabia, bowing is their way of greeting one. So of course Obama is going to bow bigger with someone who does normally in their country!

The Saudis in general are strong allies of the United States, and actually very moderate in their foreign policy. I would prefer more respect for the Queen, but the Saudi monarchs also command great authority, even though the President is technically their equal.
