I can confirm a lot of this. "Wild Bill" is a regular on the Hill, often coming up to meet with Senators and get into loud arguments with the Police there. The sad thing is that "Wild Bill" is actually quite wealthy, but his family would rather have him wandering around and NOT taking his medication.
