Look up the Community Reinvestment Act (CRA), created under Carter in 1977, which directly pressured savings and loans to offer subprimes, and indirectly affected additional institutions with govt backup to do the same. It was given additional teeth in 1995 under Clinton, and when REPUBLICANS tried to regulate it in 2003, 2005, and 2006, it was shot down by the Dems, as being unwarranted (as per these vids)...
