That's the point, most of what the government does is not authorized in the constitution. The vast majority of our income taxes goes to fund all of the unconstitutional and socialist entitlement programs like welfare, medicare, and social security, AND the war/empire racket.

If we phased out all of those things, as Ron Paul wants to do, we wouldn't even need an income tax. Imagine that!
