I believe Nikki DeBoor is Bruce's barely-seen girlfriend here, whom my fellow nerds know as Ezri Dax from DS9. She had similar bit parts in a lot of KitH episodes.

@marscentral Goblinxxx is correct. IMDB confirms DeBoer was in 3 KITH episodes as Bruce's girlfriend Laura.

@BrokenAeroVT I was the one who said that she played Laura, the girlfriend of Bruce's character, Bobby. Bruce isn't playing Bobby here, which is why I'm sure it isn't DeBoer in this sketch. You can see from the actress's profile (best seen at .24) that it is someone else.
