my machine starts up that fast with a normal Hard drive but then I am using Linux :)
I would still use a SSD for system files but unfortunately with a laptop there isn't room inside for both.

What the specifications of this motherboard?

If this drive worked fo fast even on the motherboard without SATA, with Sata to IDE converter, then i think that my new PC with Socket AM3 Athlon II X4 640 3100 MHz (Quad Core(, 4 Gb RAM DDR3 (dual channel) and builtin SATA III 600 MBit interface will fly to space enviroment.
And also because the main OS is Windows XP which works very fast even on usually SATA2 250 Gb Western Digital HDD.

Since Windows extists, the HD always was the bottleneck. Many people bought and still buy new pcs just because the HD is to slow. They wouldn't need a fully new PC, an SSD would be cheaper and faster, because they don't need "multi core" CPUs and Hi End graphics for just using Office and Internet...
But they don't believe it... until...
