most fan companies just make up the specs. At a certain point, all of the noise is airflow and there is only so much you can do to reduce the noise. Silenx fans are a good example. They "measure differently" aka decieve with their decibel ratings. And I'd like to see this fans that's supposedly 32db (or did you mean 61 is half as loud?)
Does it have a constant speed?

32db fans are all over the place.
Even LED fans.
These ones are 64db, which is equal to the volume of a generic hair dryer.
And "half as loud" doesn't make any sense. Half as loud as 64db can still be heard, while 32db cannot.
