To a certain extent the rider does. But when a bike rider is doing a time trial in a race, the weight & how aerodynamic his bike is makes such a huge difference.
a bike is only as good as the person riding it....lance fits it perfect...but all you people drooling over it out there....money isn't going to make you cycle faster
