The cops not really saying that stuff, it's just that since the dog is unable to read lips, or understand human language, he figures: "The cop must be saying he's super cool, because I know he's super cool"
When he seen him handing the cop the license he thought "Oh boy he wants a picture of my master" -When he gave back "He's undeserving"
Etc.
It wasn't sarcasm, it was misconception on the dogs behalf.
