actually its against the law without a permit, and it could have been on private property, now even the desert may look like nothing, but it could private property, and even thought it doesnt hurt anything(besides the trash), you still need a permit, even that may not have been the case, theres many other variables that have to be considered before you make a stupid jump to the "Police State" conslusion. In some situations i can understand that assumption.
