Bill Mack told that the man was crippled and sitting on a board like affair with wheels. Any way Willie is not "one of the best"writters of our time, He is the absolute best. Hank Williams, not of our time, Is the greatest of all time.

Willie wrote it in about 1961. He was living in Ft.Worth. There was a large department store downtown called Leonards. A blind man would set out on the sidewalks nearby and sell paper, pencils, ribbon ect. to make an income. This is what makes Willie one of the greatest songwriters of our time.
