Maybe you should look up Jerusalem and see that not only was it never the capital of any other nation, but from 1948-1967 Jerusalem was under control of Jordan, and was closed to others (Jews, Christians, Israelis) and Jordan didn't make it a capital city. None of the Arab leaders ever went to Jerusalem, no meetings, no cleaning the area, nothing, it was a Muslim closed dump.
