Released Sept. 10, 1932. 'The Bear Went Over the Mountain' is over the title card. Title song is by Harry M. Woods and Mort Dixon. Rochelle Hudson does her usual scream at the bad guy followed by a Dixieland version of the song. Someone does Ben Bernie 'Old Maestro' impression. Uncredited film editor is Dale Pickett.
@pauletteking Who in turn look like human versions of Mickey Mouse and Felix the Cat. I think only Fleischer had many really distinct characters in the early 30s, and even they had Bimbo the Dog, who answers that same generic black and white character description.

The start to this one reminds me a lot (at least musically) of the more "Termite Terrace"-y era we usually associate with Clampett and Avery rather than Harman and Ising.
