@ulillillia KB/s in ABR (or VBR) mode is only an average value, as in variable bit speeds, a bitrate does not make sense. convert white noise with ABR and again with CBR, you'll see they're almost equal in size (in MP3 that is, Ogg/Vorbis has a white noise generator for that).

there are numerous reasons why you should not do this:
1 : it is laboreus, it takes ages.
2 : sound quality will be horrible. i mean, mono? come on :|

Okay, why would I use stereo doubling disk space needed when the two wave forms are exactly identical (even using the original stereo sound track from the game)? It actually doesn't take me long to process a song. Once processed, I don't have to find the speed range again and most songs have the same frequency range (and I've improved my methods on this part). 10 minutes is more of the norm. Although 21 Kbps ABR (mimics 32 CBR) seems bad, it's far better than you think for 16 KHz and mono.
