Anyway, to answer your question: It's a made-up language, but it's supposed to mean something along the lines of, "Cthulhu sleeps" or "Cthulhu rests," Cthulhu being a mythical god-demon-monster. You should check out Lovecraft's stories; they're all pretty interesting and bizarre.
