when theyr closed they cause the back housing of the turbo to get even hotter as the gas gets dumped in there with nowhere to go quickly, and causes lag for the same reason.
i say this because most people (ive seen anyways) run them closed a majority of the time (retarded right?), rather than use them for what your supposed like use it when your cruzing past a place where cops hang out or if your getting pulled over for a traffic stop

I am not sure where you are getting your facts from but no they don't. Running open cutouts all the time yeah it can hurt some stuff but not fast on a turbo car with a tune to compensate for it.
